Educational Service Centers Cover Territory of Local School Districts That Cross into Another County

On February 4, 2022, the Ohio Attorney General issued a formal opinion to the Richland County Prosecuting Attorney explaining that the territory of an educational service center containing a local district whose territory is in a separate county is still part of the educational service center’s territory.

Because R.C. 3311.05(A) defines the territory of an educational service center as “the territory within the territorial limits of the county and the territory attached thereto for school purposes,” the Ohio Attorney General opined that that an educational service center’s territory encompasses the territory of every school district it serves – even if such school districts cross into another county because such territory is “attached” to the educational service center for school purposes.
