The Ohio General Assembly Permits Substitute Licenses For Specified Pupil Services Personnel

House Bill 491 makes significant changes regarding the provision of substitute teaching licenses to specified pupil services personnel.

The Act allows the State Board of Education to issue substitute licenses to speech-language pathologists, audiologists, registered nurses, physical therapists, physical therapist assistants, occupational therapists, occupational therapist assistants, and social workers. An individual seeking such a substitute license in a respective occupational field must currently have the requisite occupational license and certification for the occupational field. A substitute license cannot be used to employ an individual in a non-substitute capacity.

House Bill 491 takes effect on March 19, 2019.
